Low Contrast

A Low Contrast image is one that will have a wide range of tones and be neither too bright nor too dark in areas.  If you looked at the histogram, it would be fairly level across the range.  This is the opposite of a High Contrast image which will have distinctive bright areas as well as dark shadows.

You might a shoot a low contrast image due to the lighting, or edit one to get this effect.
